http://Yola.com has a great free website builder and hosting service.They’re probably the best free website service – and I’ve been shouting their praises for over a year – although now there are some negative stories coming to light on Yola users being shut down for no good reason at all.Maybe you could build your site there and then download it/upload it to an absolutely free no-nonsense web hosting service like http://web-hosting.runhosting.com

I would recommend against free hosting. In most cases, you get what you pay for. There are very reasonable hosting plans out there. Many of these have coupon codes that offer even better pricing. You can check out reviews of the inexpensive host at http://www.thehostcritic.com. There are also several coupon code offers there that will save you some money.
